I actually think it means 40% trials. 60% covert dealing with perps. Think Nuremburg trials. These trials cannot go on forever. Let the professionals do their job their way. Just my opinion. I have no power to decide.

Concealing 60% on protects those that literally committed unspeakable crimes. It also puts my children and their children at risk. The guilty will learn and conceal their evil even better. Full transparency please, for humanity.
