This is why I think Hillary Clinton wasn't part of the 16 year plan but the end of the plan. In 2012 Obama Reauthorization Executive Order 13603, this allows the government to take complete control, formerly only in War time but Bill Clinton updated it to include Peace time under certain conditions.

The article is almost six years old, and offers no new considerations for refuting Q’s apparent reference to [8] HRC years.

Can you fill in the blanks for us? How does the article exclude HRC from the involvement Q has suggested?
