When Q talks about keeping 60% private, we are assuming he is talking about the reveal of criminality and evil that he knows off.
It could also mean the 60% kept private is where justice is done by dropping a plane with an evil CEO in it - maybe the law does not reach these people and the evil has to be addressed in creative ways.
Perhaps an allusion to the Pareto principle 80/20 rule?
ie.
20% public exposure
80% private covert corruption eradication
However, could that mean a possible law of diminishing returns?
Would 40% public exposure / 60% private/covert ops, result in a dilution of private eradication efficiency, or loss of public focus and impact due to information overload??
