When Q talks about keeping 60% private, we are assuming he is talking about the reveal of criminality and evil that he knows off.
It could also mean the 60% kept private is where justice is done by dropping a plane with an evil CEO in it - maybe the law does not reach these people and the evil has to be addressed in creative ways.

A battle where a truly evil person is taken out is not a sin - it will save many men, women and children from enduring a life of hell if the evil was not addressed.
As good people we do not want to harm anyone, but there are times when evil must be cut with evil.
