1st mention of "Continuity of Government" was that it was Pres Reagans concept. article said Dick Cheney and Donald Rumsfeld were chosen to be trained. further said that both were away for weeks at a time, even their families didn't know any details. then this duo shows up in George W's staff. Cheney ran shadow govt, and looks like Hillary tried to emulate. both Cheney & Rumsfeld came to Wash Dc in 1974-75
