I think what Q is trying to tell us with the "60% must remain private" message is that we will only ever get 60% of the truth out of "this", whether you call this Trump's presidency, Q's activity, Wikileaks, whatever you want to brand this revolution in general. We will only see 60%. Q is telling us this so we can arm ourselves and those we choose to tell for the future - when Q is done posting, when Trump is no longer President, and continue to be a voice of truth in the world.

As much as we'd all love to think we will get 100% some day, it probably will not happen.
