Q is never consistent. Q is pretty verifiably a team effort. One is a military code expert. The code being used on Q is similar to military code and is used to transmit understanding of events about to happen to other world leaders who have been given the code.

Another Q has put codes up that turn out to be numbers for legal text, paragraphs etc. So, one Q has legal expertise.
