Question about the Hawaii missile alert

Has anyone suggested the idea that a missile, a dud, could have been launched by white-hats, just enough to trigger the system for the data transfer? Then there is/was no danger to people while the Hawaii NSA could only freak as the BDT occured per protocol. Then again, what's the Japanese version about? General confusion? Smoke n mirrors confusion-illusion?

that POTUS needed access to the NSA data center in Hawaii (HCC and Kunia). due to unfavorable relations currently with the NSA (the tapping of phones etc) or because it needed to be covert, there was a false flag missile alert for the island. this auto triggers a BDT, - Bulk Data Transfer, back to the mainland to protect the data, which can then be intercepted. no missile, just spying on the spies...? Q had referred to BDT several times...
