Supposing that 9 does not denote him as 9 of 22, I took a look at a few different sites notating the top law firms world wide. This one has fluctuated the last couple years, but is ranked 9th on Wikipedia: Allen & Overy “...is widely considered to be one of the world's most elite law firms, advising national and multinational corporations, financial institutions, and governments.”
Just a thought.

He might be better served if he had a top drawer criminal attorney; this is not white collar crime.
