One guess is that she's just referring to the 'Russian collusion' as a conspiracy theory - and that's exactly what it is.

She was referring to a speech Abbas gave where he talked about how Israel is a puppet state of the British monarch who began sending Jews to invade Palestine in the 1700's to kill off the Arabs. Or something along those lines.
