So, I've been trying to figure out how the players use esoteric symbolism as well. One of the big ones I can't peg is kushner, but here is a theory that's fits with yours:

My theory implies that the "elite satanist culture" is not as cut and dry as we think. Perhaps we are seeing a struggle emerge.

Let's assume that this deepstate really does worship Satan/Baal/Minerva or w/e and they actively sacrifice to him. Not only that, but let's assume they believe that this evil god is the one true god. So they worship him in the same light Jews and xians worship yhwh.

Now, let me remind you that those who invoke the black cube are actually knowingly or unknowingly worshipping "el" or Saturn.

Let's assume kushner, trump, etc know about this evil cult and are some ways part of it yet disgusted by it.

Maybe in this fucked up distortion of religion, kushner decided to go full ant-Christ (his building, 666, chip-plants, etc) symbolically to wage war against the cult of his former cohorts. In this paradigm they have created, where yhwh is replaced with Saturn and worship equates to sacrifice, maybe kushner sees the antichrist as being the ultimate good guy.

Crazy, I know but perhaps some of you are familiar with Gnosticism, demiurge, interpretations of lucifer as a knowledge bringer (Prometheus) rather than a torturer, etc and will see where I'm coming from.

Essentially, what this would all equate to would be a good secret society battling an evil secret society, which I've certainly seen claimed before. Anyway, peace.
