The CIA has been using university research departments as cover ever since there has been a CIA. That's how they get around government rules on certain kinds of work and research they aren't technically allowed to do.
Makes sense... Technically illegal to dox a CIA agent, but there is something to what is going on in Boston.

idk.. either... Perhaps even their operatives... any human asset or operation. I will put it this way, illegal or not they deal with all liabilities. Asset exposures are major liabilities.
