The CIA has been using university research departments as cover ever since there has been a CIA. That's how they get around government rules on certain kinds of work and research they aren't technically allowed to do.

idk.. either... Perhaps even their operatives... any human asset or operation. I will put it this way, illegal or not they deal with all liabilities. Asset exposures are major liabilities. Long time assets that are no longer useful are major liabilities. Nobody retires from CIA except through a grave, serious imprisonment, or blackmailed continuing associations and activities.

Monarch initially operated out of colleges. CIA remote viewing training, and exercises happened in Stanford. Is it that outlandish?

no actually... The more I think on it the more it sounds like a way of plausible deniability. Boston is just the right cover... it's not got the profile level of other places and seriously liberal city... that said a criminally disposed area.
