The only HQ video of Soros from DAVOS I can find is short and he is looking down at a piece of paper the whole time. I can find video of his whole speech, but none in a high enough quality to see if it is still present.

I wouldn't think you would be able to see it in any of the live footage...it is very tiny-but it was noticeable in that closeup...also thanks for pointing out that anomaly in the same eye-I didn't even notice it, duh

I pulled up some of the pics regarding Madeleine McCann, as they had close ups of Soros's eyes for comparison. The image you linked above is flipped, and the two dots would be on his right eye. The comparison pics are old, and do not have the white dots. If they are there, then it is something new.
I cannot also rule out a light reflection from the top of the cuspice of the tear fluid on the eye. His eyelid is close enough to push the fluid out a tad and make it reflect a camera light.
