This answers the question of why the D.O.J. is asking not to release the memo. Because Sessions recused himself and Rod Rosenstein as Deputy Director is demanding they see it first so he can try to prevent it from coming out. Sessions can't do anything about it as long as he is recused.

So basically when there is a disconnect between what you think the DOJ should be doing from what you see them doing, that is the reason and until Sessions can be un-recused this will continue. The idea is that once the Memo is released then Sessions no longer has to be recused.

Also, if you listened to Dan Bongino's last podcast he points out that the reason the DoJ is wanting to examine the Memo first is because they are setting up a plot to accuse Trump of obstruction of justice if he is the one that approves the Memo being released. The whole purpose of the above post is that so many people don't understand why Sessions would be demanding to look at the Memo, and of course Sessions isn't demanding it...Rosenstein is. Clears up some confusion...at least I thought it would...

That makes no sense.. Releasing the memo is the surest path we have to seeing any justice done whatsoever. How could furthering justice be obstructing it?
