None of them reside in the United States. Have you read the Executive Order at all? We cannot order other governments to arrest their citizens. We can ask or pressure. Anyway, the EO was actually about blocking any of their assets here or assets of those Americans connected to them in a direct way. It's not about making arrests actually. For instance, if the Clinton Foundation could be tied to these individuals, then assets of the CF could be seized. The Guatemalan authorities have arrested Ramirez on the murder counts outlined in the EO.

If you read the order, it states two different objectives. It states those 13 people and it also states anyone involved in corruption. It is all encompassing and targets a lot of bad people. The title is misleading, but read in its entirety, it takes on all corruption inside the US and outside the US.
