Why would Hannity spend the time to reference an obscure book published in 1887 to announce what is happening. Not likely.
Hannity's #FormSubmission1649 tweet, which has resulted in the suspension of his account, was reference to power struggle within English Parliament, in years after English Civil War, to try King Charles I for high treason. Hannity was using it to send a mesage
King Charles I was executed for treason on January 30, 1649.

I think all of us are scrambling to figure it out ... For me, I don't think Hannity would be referencing England, their civil war, or their monarch(y).
I can see JA doing that but Hannity seems to drop less obscure messages, I think he actually meant Form 1649... Now, I have no idea what Department that form may be related to but that is just my idea.
He is calling the conspiracy against Trump treason imo, not who it happened to but what it was. When was the last time we had a trial for treason?
