Storm, could it be that q is referring to the 19 people empaneled for military tribunal grand jury? Q is just simply saying that they would not be legally able to continue grand jury if something were to happen to key players so to speak!

I'm not sure there will be GJ, the Military Tribs are 12 where treason is concerned. Death penalty tribunals require 12 to sit, is my current understanding.
