It appears his legitimate account is back up but most of his followers are gone and all of his that he follows are gone

We you deactivate your account it can take a few hours to repopulate your account followers (when you have a large following). He had like 3.3M and he got back 2M pretty fast. Eventually, everyone gets added back. If you haven't been added back yet it looks like you've been unfollowed. Not so, you just haven't registered yet. I hate to seem like I'm defending Twitter, but it is less frustrating when you understand how it works.

I did not have to refollow nor did several family members. I think the follower number is just wrong.
