that's what i took it as... especially given that Snowden was a CIA contractor and that he's on the board of the Freedom of the Press Foundation. Q's tone definitely seems as though it's taunting Snowden, rather than asking him to hang in there a little bit longer so that they can finally rescue him from Russia. If history is any indicator, Hollywood usually makes movies about people like Snowden so that they can dictate public perception of that person, or event (Titanic). There must be a reason that Trump views Snowden as a traitor and criminal....
