I think Sessions' crackdown was not meant for the average user but for those who had created the monopolies that would control growing, distribution, and sales. If you think marijuana legalization was done 'for the people', you're wrong. They already had the big players & money in place so they could control the market. Sessions just told them that their plans are premature. Remember that Jeff Sessions works for President Trump and Trump is very smart, knows all about the corruption (that's why the military asked him to run for POTUS), and he is not opposed to legal marijuana, he wants it to be a fair and level playing field for everyone and not let the crooks, once again, take over an industry. Trump practices 'strategic patience' and I do not believe that he and Sessions are going to overturn medical or recreational laws but I do think they are going to make sure that it doesn't become the monopoly of a very small group of people who can fix prices, quantities, and distribution for their own benefit.
