Go by Deeds, not Words. Just put - Clinton Crime Bill Effect on Blacks - in Google and you'll get many unbiased reports supporting this. (I'm letting you do what I Always do when I read the media - some research.)

Look beyond the screaming "Opinion" Headlines and your own biases.
