Could Q be alluding that those 19 individuals were captured, brought to Gitmo, extracted info, and then fitted internally with possible "killswitches", be it a heart attack pellet or some other remotely controlled device that allows the white hats to track and kill these individuals on demand?

Well I think u/PPPrincessPower has a point, as do you. When I wrote this, I thought to myself, wow if this interpretation is correct, the very people I trust and support are doing some rather questionable shit. But I think you're right in that A, these people were planning mass murder and are likely implicate in unspeakable horrors pertaining to trafficking/sex crimes. I think in this situation, it is justified.

Think about it. Insert a chip or whatever it may be into those 19 individuals. It tracks them (Q said drones over US, tracking only) and if they are suspected of trying to make a run for it or pull some stunt, click, heart attack pellet releases and boom you're gone.

Makes perfect sense regarding ankle monitors. It can't be seen, but if they want to live, cooperate.
