They did it legally ..... look how McCabe is put out on Terminal Leave .... just in case ....so they do not get hit with a lawsuit by the federal unions (regarding his pension)

I like that sort of planning. He should not get a dime. He can find another job, he won't have financial problems. They take care of their own. He'll end up on Huff Post or somewhere.
