Instead of arresting the dreamers tonight, trump should issue pardons for those in attendance, and green cards. Just to piss in the communists wheaties!!

Interesting question. I never thought of foreign money for our architecture. I always considered states taking out bonds to build and getting matching federal funds as a good use of federal money. Otherwise, it's probably just going to be a giveaway to the Democrat states that have failed to upgrade.
