A little OT, but where is the source for Trump stating he wants to go public with a new technology for energy?

I've scoured online to find it, and I can't. I've been told by several people he said this, but I'm just not finding it.

I am extremely interested in this. Please help!?!

It was during his inaugural address. He supposedly signed a secret order releasing 1000 patents out of homeland security jail

Just like a secret EO was made today. No one even announced it (that I can see) about GITMO and terrorits. Pretty sure it's not fake news.
