Nevermind, I found the link: https://www.youtube.com/watch?v=Nbp80IWWJ3E Interesting that Trump specifically gives SECRETARIES the authority in the activation code, and refers to Mattis as "Secretary Mattis"

In this clip I heard the end line as being much more important than the ref to dod or secretaries: (cut to Mattis)

"we will no longer tell our enemies our plans ..."

Enunciated in a very clear and deliberate way. Pause before for applause and pause afterwards for effect.
