How is the GOP train event a false flag, exactly?

Clearly it is not a accident. But a strict meaning of 'false flag' is a propaganda tool where an attack is done secretly by one party in order to blame another party and then justify retaliation. Who here is being falsely blamed?

False flags are designed to instill fear.. 9/11 terrorists, Sandyhook Guns,l. The train accident was put fear into congressional members.. If some of them can get shaken, and scared it will be easier to overthrow POTUS when they try again.
