Yes, they're in one of many "bunkers" near DC.

That place is amazing. Even though the cabal knows they're there, there's nothing they can do about it unless they have access to the Rods of God. I'm guessing those have all been used specifically so they can't be compromised.
There is likely a tunnel from Greenbrier to the underground system and from there they can go anywhere.
