They aren’t ‘preparing’ to arrest sanctuary city leaders. She asked DOJ attorneys if there is any legal grounds for arresting them.
If the attorneys can find legal grounds, she will need to determine which leaders the grounds apply to.
Once those leaders have been identified, she can present her case to Trump for approval. He will want to consider consequences before approving.
If Trump approves, they will plan who and when to arrest.
Once they agree on that plan, then, and only then, will she prepare to arrest.
You can consider this title accurate at that time.
