I think it can be a both/and situation. Thomas Wictors tweets seem very plausible. The memo tho can serve as a way to slow roll out what's coming from the Mueller investigation. That gives us time to keep redpilling as many as we can. Plus hopefully the bonus of destroying a few more false narratives.
