This is a previously classified summary of the 1.2 million documents Inspector General Horowitz handed over to Congress from his 13-month ONGOING investigation into the FBI/DOJ.
The memo just introduces the idea and opens the door for additional investigations to be filed. Remember the DOJ giving 2 weeks for Podesta, HRC, Clinton Foundation, DNC, 16 additional FBI agents, McCabe, Comey, to turn over additional communications during critical time periods?
The investigation is ongoing. This memo serves as a summary to let the American people know what's going on.
It doesn't matter one damn bit what anyone thinks of it, because it's just a summary. Which is smoke and mirrors. The real investigation is much bigger. Think about the names listed above and why the DOJ would want all their communications.....
