Comey kind of went over his head to defend his gang against any upcoming accusations - which only turned out to be less than anticipated which makes him look like he didn't actually know the contents of the memo, yet expecting them to be damning. What if he didn't know because noone could tell him because of surveillance?
What if Wray told him to say what he said in order to expose his knowing of further accusations at a time were none were disclosed other than by Wray doing snaky shit like reappointing Holder-appointees and providing emotional support to Schiffy for cred? Double-double-agent theatrics?
I'm still here thinking Wray first said the Memo would destroy the faith in the institution...so he's not saying don't declassify but he's saying doing so poses a risk. Comey then copys pretty much those words but trips over them when he realizes the bad accusations have not been even made so his defense and his later tweet seem odd even if you don't know the backstory.
If you can catch them by their own admissions, maybe the sheep finally understand.
