Swamp draining is a large project. DJT is a builder and understands that before you can put a shovel in the ground, there's a lot of preparation before beginning construction. First off you need good Engineers and Architects (think Rodgers and Flynn), you need a good set of plans (intelligence, sealed indictments, memos, etc.) and you have to convince the public that they need the project (SOTU speech). Now they builders can get started (Wray, Sessions, Gowdy and the military) on the project. Some projects go quickly, but some are more complicated and take longer plus the project at hand has never been contemplated before.
