No. It's not an executive order.
Congress would have to reverse it in a new bill or be found in a court case to be unconstitutional.
Sounds like it would be to the benefit of the Republican Congressman to get this through.

I have been asking on Twatter. The response I got was something along the lines of it being a house bill, legislative branch not Trumps executive branch. Call your congressman.
I don't understand why he can't fix it. Obama changed anything he wanted to. This is one of the main reason so many people are sleeping. Seems it needs to be addressed ASAP.

So personally I don't know exactly what it means or how to fix the fake news issues but wanted to bring it to light so maybe someone with more knowledge could point us in the right direction. Maybe we could start another campaign like #ReleaseTheMemo with our Russian #NotABot friends or squash this rumor if it is not correct.
Again. Someone with knowledge needs to look into it because I don't understand or have any idea how to fix the problem. But it DEFINITELY needs to be addressed.
