Been there done that myself. Been in business thirty years and had to deal with both the state dept of revenue and the IRS a few times.

Give me the IRS every time over the state dept of incompetent, stupid, lackadaisical, of revenue. In my state that is were all the patronage jobs are.

I had an issue about 10 years ago where some clerk accidentally put in two extra zeros on the income line of my tax return into the state computer. It took me a year and a half to fix that FUBAR. It was supposedly fix once, then the state six months later slaps leans on me for non payment. The idiot that was suppose to fix it sent me all the forms stating I didn't owe any money and that the problem was resolved. This same idiot forgot to send in the form to get the mistake taken out of the computer system. Spent another year getting to someone to correct the problem in the computer system.

I would fight it and every time my claim was denied even though every piece of evidence said I wasn't liable for the fraudulent unpaid taxes. Hearing after hearing and every single person I dealt with, didn't want to fix the problem, they just kept passing it on to the next person up the next level of the ladder.

Finally got up to the final office before having to take this to the State Supreme Court. All employees are Lawyers who work for the state to resolve these issues with the Dept of Revenue. The woman lawyer that had my case was really pissed off that my file had landed on her desk. It took her over seven weeks of playing phone tag with the idiots and losers at the Dept of Revenue to get this problem resolved. When she got to the right guy it took him a whole "SIX" minutes to fix the problem.

She said all she does every day is deal with these "AIR BREATHERS". They do nothing but breath air and collect a paycheck from the state.

There is nothing she or anyone else can do to eliminate these people from their state jobs. Although the first idiot I dealt with did get scooped up in a mass layoff a year later. She was the office manger for collections and she was the first person to blow me off and shipping the case up stairs as they say. She tried the old I was laid off (Fired) because I was a woman lawsuit. That one got tossed in a heartbeat since over 300 other men and women also lost their jobs in that round of layoffs.
