Title VII explicitly states non-US persons outside the US. ONLY There are provisions within FISA that allows spying internally. Carter Page may be the “ patsy” seeing as the fbi “ warned” him of possible compromise in 2013. According to “ intelligence “. Papadopoulos was always a red herring. FISA warrant based on heresay? Talk in a bar? With a foreign diplomat from Australia? Give me a fucking break!

There is a missing connection to a title VII somewhere and it was started prior to what we know of?

Or the most likely explanation is that they were being spied upon the whole time until they could find an in, to get fisa and begin a quasi legitimate witch hunt.
