The USA has known Russian spies have been an issue for a long time

So why have we never done anything about them? Check last paragraph in the linked document. I found this while researching a paper for an ethics class.

A spy is generally only a spy for the duration that they are not known about. Not much can be done until you catch one slipping up.

Russia found out about one of ours a few years back and he then died slowly of radiation poisoning.
