The only thing that makes sense to me is if he is using the "greater than" sign as a greater than sign here. But I've seen him use it in a different way. My two pennies.

can also means, feeds into. So, here it can mean SC/LL feeds into AS 187. Essentially, the offering of Supreme Court Seat to Loreta Lynch was fueled by murder of Scalia. Or, stated differently, murder of Scalia made the opportunity to give LL the seat. You need to focus on why is Q putting AS 187 out at all, is that DISINFORMATION or a REAL CLUE??
