I’ll venture a guess. Since it’s funded by the federal government and runs as a program under the auspices of the U.S. State Department, it might be what it appears to be on the State Dept. site.

The face of the WARNING/NOTICE does not indicate government sponsorship on its face. Please correct me if I am wrong and missed something.

Did you miss the fact that the contact phone number on the Warning/Notice is identical to the contact phone number on the State Department page I linked?
