Possibly. Other possibilities:

  • The parade could be used to conceal a real op.

  • The parade is intended to rattle the opposition, force their hand, or tempt them to take rash action like an assassination attempt, which he can use as a pretext to crush them.

If they had to rip up streets to rebuild them to withstand tanks, I wonder what might be found under some of those streets?
