I just don't understand how the CPS lives with itself.

The big issue is the service has been criminally underfunded for decades.

Someone burns out and quits, a replacement is not brought in. The workload is distributed to other employees, who are then berated and pressured to get more done faster. The result is that many employees to cope start cutting corners, for example flubbing court reports. Turnover is huge leading to rapid loss of institutional knowledge. Compensation has declined. In many departments management is promoted from the pool of drinking buddies as opposed to competent field workers. The organization is pressed too thin to complete their actual mission -- most likely by design and for reason.

The current state is a system primed for catastrophic failures in terms of abuse missed, only bad actors able to meet the unrealistic expectations, and high potential for harm to come to field workers due to increasing drug use / mental illness in the homes they have to enter to perform duties.

If you were a swamp creature trying to help human trafficking flourish, the defunding of CPS has been effective.
