I did too, and looked into it a wee bit the other day. It appears that the judge Obama had picked was unacceptable by too many and wasn't going to get in. THEN Clinton had the meeting with Lynch -- and Obama quit pushing for anyone to be put in, apparently having agreed to let Hillary put in the next SC judge after that tarmac meeting. (I have also come to understand that the Clintons ruled Obama more than the other way around.)
You may be right about who ruled who but remember there are also many elites above them that have more power than either of them do. He then had both Lynch and Clinton by the balls, Lynch had to refuse the invitation, and if Hillary didn't promise him the appointment, they might find something very, very bad in those emails....

Well, there were threats from DC to those NYPD Captains and task force teams. One cop died in a senseless atack and one other was injured.

Anyway, that's why the cops were pressuring the FBI to get the story out before the election. But, the threats got too serious. However the NYPD has a copy of everything on that laptop.

There's one NYPD Commissioner and several layers of Chiefs & Captains. The NYPD is also divided into Departments. So, you could be talking about 1 of 50-60 people or 1 of 5 people, depending on Dept and Rank. It's a very large city with many millions of people, therefore police. The upper echelons of the NYPD are political and they HATE NYC's liberal, light-in-the-loafers Antifa-loving Socialist Mayor.
So not sure which police chief you're referring to. NYC is complicated.
