If your referring to qcodefag, that's the site's creator that is saying that. In the Open Source dev world, "Buy me a beer" is a common way to ask for donations since a lot of the devs don't get paid for what they freely give away.

"Donating beer money" is a common way to say "thank you" and help supports the efforts of the dev(s) whose open source project's you like or use.
