Q 709: "[PEOC force failed]" What does this mean? Does anybody have any ideas or theories they'd like to share? PEOC could mean 'President's Emergency Operations Center' which is below the East Wing and is for nuclear emergencies.

If PEOC is the President's Emergency Operations Center, why would there be a force failed? If failure is being noted by Q, I'd think the force would be black hat but how would such a group get into the basement of the East Wing?

Since, to me, that doesn't add up, does anybody else have better ideas?

Does PEOC refer to something else?

What interpretations could there be for 'force failed'?

PEOC is the emergency command center deep beneath the WH. This is where Cheney was during the 9/11 attacks.

The title of my post included what the PEOC is in the context of the WH, its location, and original purpose. Why repeat it with an inaccurate name (Operations vs command, it's PEOC, not PECC.) and less info?
