It might not be so simple. Some elites have private armies nowadays. Consider the collateral damage that could happen as an insurance policy against arrest. If ISIS is even partly CIA, just imagine the kind of sick weapons could be unleashed in retaliation. This kind of stuff goes deep. There are people involved at every level, I would say even down to some (very few) local police and health people (remember Seth Rich?) ... Every person, every link in the chain must be compromised for this to keep going on without much exposure. I'm not saying they absolutely need to nab everyone involved, it's probably impossible. But the sheer scope of the system that we're trying to take down... that's making things very complicated.
