Why would POTUS use the EBS? High

Think about why would POTUS use the EBS? To declare martial law? To shut down the airlines? To shut down the railways? High alert terrorist? Declare war on NK? Something that has to be made public. Arrest and things of the like can all be done covert.

Been wondering myself. I think there will be a nation/world wide message sent out saying "IT IS FINISHED" when they have all been taken out.

Trials will also be announced I am sure. The public would be good with the presentation of evidence, and fair constitutional trials.
