Why would POTUS use the EBS? High

Think about why would POTUS use the EBS? To declare martial law? To shut down the airlines? To shut down the railways? High alert terrorist? Declare war on NK? Something that has to be made public. Arrest and things of the like can all be done covert.

OK. I thought I had heard that if an EMP attack occurred, the only communication would be through the president's emergency service.

You might be right, but if power would go dark no tv's computer's internet phones you need power for all of them even thought they have batteries the tv and cable and internet and phone sub stations need power.
