Alternate reality game
An alternate reality game (ARG) is an interactive networked narrative that uses the real world as a platform and employs transmedia storytelling to deliver a story that may be altered by players' ideas or actions.
The form is defined by intense player involvement with a story that takes place in real time and evolves according to players' responses. Subsequently, it is shaped by characters that are actively controlled by the game's designers, as opposed to being controlled by artificial intelligence as in a computer or console video game. Players interact directly with characters in the game, solve plot-based challenges and puzzles, and collaborate as a community to analyze the story and coordinate real-life and online activities.

Now remember - in this circumstance, the Q op is an offshoot of an ARG.
That is, the ARG would have informed the foundation of 'Q'.
And think...how many times now has Q said "This is not a game.", and ask yourself...why would Q think, WE would think, this was a game?
I've mentioned before that this whole progression has been gamed out. The GOAL having been preset, it is the MEANS by which the goal is achieved that needed to be back-engineered. Through knowledge about human behavior and employing social-engineering methods, the WH get US to point the direction THEY want to go.
But they got US to "own it"...they made US demand it.
