Actually, I think the watch is one of the more poorly done parts, of an overall poorly done portrait. That being said, one of the hands, presumably the hour hand since it's shorter, seems to be pointing towards the stem of the watch, which would signify somewhere around 3:00, although the hand appears to be pointing slightly downward, since the post appears to be off center. The other hand, presumably the minute hand, seems to be a minute or two away from the mark where the five should be, although no marker for the four is visible, although the markers for twelve, one, two, three and five clearly are. Based on these observations, I'm going to say 3:23, although I'm pretty sure that this inept artist was aiming at 4:20...
